Subject: MHCA: Fredrikson Legislative Update for Week Eight of Session
MHCA Advocacy Committee,
Legislators returned from their spring holiday break this past Tuesday morning. They now have less than six weeks to work together to finalize anything they hope to pass prior to their May 18th adjournment deadline. The third deadline of session - the date by which most finance related bills need to have been acted upon - is next Friday April 17th.
One headline at the legislature in recent days has been the release of further details for the Governor's budget proposals. The specific legislative language outlining the details of most of these proposals is now available. SF 5042/HF 4902, containing the DHS - Human Services focused proposals from the Governor's budget can be found here<https://www.revisor.mn.gov/bills/94/2026/0/SF/5042/versions/0/pdf/>. Many legislative committees held overview presentations where state agency staff walked through the proposal details, with more scheduled to do so next week. This included an hour-long presentation<https://www.youtube.com/watch?v=d210j5bujPM> from DHS staff to the House Human Services Committee this past Tuesday (the walk through of the Governor's proposed budget begins at minute 7:52). As we get closer to the April 17th finance deadline, it will become clearer which of the Governor's budget proposals are being viewed favorably or not by state lawmakers.
Additionally, there was significant discussion this past week amongst service providers about the recent "MN Focused Review" being carried out by CMS. This latest initiative involves CMS flagging roughly 500 Medical Assistance claims and requesting specific supporting documents for each of those claims. Attached you will find a powerpoint presentation DHS released late this week providing additional background information on this initiative.
