I forgot to mention this important piece of information. Apparently DHS legally has 30 days to make these payments. It's our understanding that they typically have paid providers in approximately 5 days (feel free to provide me with more accurate info). This may be why DHS indicated that providers wouldn't see a big change. The people managing this program do NOT have knowledge on billing!! We have been asked to send messages to the Governor's office<https://mn.gov/governor/connect/contact-us/contact-form.jsp> to elevate the issue. One of his staff is counting the number of messages they receive!! In addition to calling out the disruption in services, it would be good to mention the livelihoods that are impacted if caregivers aren't paid! Also, those that provide services in Coon Rapids and the city of Anoka, we need to get Rep. Zach Stephenson<mailto:'rep.zack.stephenson@house.mn.gov'> fired up about this, as a House leader. I believe Rochelle and Nicoleen can count this service area and perhaps a few others. You are welcome to borrow talking points from my messaging to three key legislators today. DHS led us to believe that the prepayment review process wouldn't cause significant disruption and would be close to the norm. I'm learning that perhaps they are allowed to take 30 days to make payments but in reality, have been doing so in about 5 days. Thus, providers expected that. DHS failed to provide clarity or view this from the provider perspective. I have heard from many of the MN Home Care Association members that 100% of their PCA remittances are being held! Agencies providing these services are operating on very thin margins and simply won't be able to pay caregivers. The bottom line is.....Minnesotans across the state will be left in their homes without services that they depend on! This is an urgent matter. There must be a more effective and less disruptive approach to identifying and cutting fraud!! DHS just told one of our members that the dollars may not come through for 30-90 days and not to count on DHS to make payroll!! We are hoping that you can influence a pause on the current approach.
