Below you will see an announcement from DHS regarding the Rural Health Transformation Program that was included in H.R. 1 (otherwise known as the Big Beautiful Bill). CMS has prioritized the following areas. I also had a conversation with a group at MDH who will be working on this project. They shared that sustainability and workforce are particularly important. * Make rural America healthy again: Support rural health innovations and new access points to promote preventative health and address root causes of diseases. Projects will use evidence-based, outcomes-driven interventions to improve disease prevention, chronic disease management, behavioral health, and prenatal care. * Sustainable access: Help rural providers become long-term access points for care by improving efficiency and sustainability. With RHT Program support, rural facilities work together-or with high-quality regional systems-to share or coordinate operations, technology, primary and specialty care, and emergency services. * Workforce development: Attract and retain a high-skilled health care workforce by strengthening recruitment and retention of healthcare providers in rural communities. Help rural providers practice at the top of their license and develop a broader set of providers to serve a rural community's needs, such as community health workers, pharmacists, and individuals trained to help patients navigate the healthcare system. * Innovative care: Spark the growth of innovative care models to improve health outcomes, coordinate care, and promote flexible care arrangements. Develop and implement payment mechanisms incentivizing providers or Accountable Care Organizations (ACOs) to reduce health care costs, improve quality of care, and shift care to lower cost settings. * Tech innovation: Foster use of innovative technologies that promote efficient care delivery, data security, and access to digital health tools by rural facilities, providers, and patients. Projects support access to remote care, improve data sharing, strengthen cybersecurity, and invest in emerging technologies. Paulette and I met with a group of providers who serve rural communities (thank you, Kristy and Katie) and identified 3 top priorities based on what we've learned and the feasibility. There is a very short timeline and I need to submit this by Friday so there isn't time to discuss it at our board meeting. I feel good about the input from this small group but also welcome input from the board. Attached is a VERY ROUGH draft, which I will fine-tune and upload to the online form. The bill made major changes to public assistance programs such as Medicaid, which will lead to loss of benefits or coverage for Minnesotans who rely on that program. The bill language specifies that: * Half (50%) of funds will be distributed equally to each state with an approved application over 5 federal fiscal years. This is equivalent to $25 billion distributed annually between Federal Fiscal Year 2026-2030. * The remaining 50% of funds ($25 billion) will be distributed among at least one-fourth of the states with approved applications, at the discretion of the Centers for Medicare and Medicaid Services (CMS) Administrator. In compliance with Congressional language, Minnesota will be submitting one application to CMS for the entire 5-year period.
