National Association for Home Care & Hospice Webinar

The CY 2019 Medicare Home Health Final Rule

Thursday, November 8, 2018
3:00 PM – 4:30 PM EST

Program Description:

Join us next week for a vital webinar on the newly-issued Centers for Medicare & Medicaid Services (CMS) Medicare Home Health Final Rule.

According to the CMS announcement on Wednesday, they project Medicare payments to home health agencies in 2019 will be increased by 2.2% — or $420 million. This is the first reimbursement rate increase for the home health industry in a decade — and $20 million more than initially projected in July’s proposed payment rule. They’ve also finalized the way in which home health providers will be reimbursed for their services beginning in 2019, among other changes.

However, as part of the Patient-Driven Groupings Model (PDGM), CMS makes important and unproven assumptions about provider behavior that could result in a significant reduction in base payment rates. Rate reductions based on behavioral changes that have not yet occurred create significant dangers for home health patients.

We will explore all aspects of the Medicare Home Health Final Rule, including:

§  Patient-Driven Groupings Model (PDGM);

§  Problematic behavioral adjustments;

§  2019 payment rates and 2020 implementation; and

§  Value-based purchasing.

Lastly, we will discuss the steps NAHC has taken, is taking, and will take in the future to obtain changes to the proposed rule.
