Good morning everyone.

 

Minnesota Medical Assistance acknowledges and pays for two different categories of home care nursing-"Regular" or "Complex". People with trachs and ventilators always fall into the "complex" category-kind of an intensive care level of nursing care. Individuals falling into the "regular" category have lower acuity and generally require less sophisticated nursing care. If you think of hospitals, some people require ICU level care and others on the general floors require lower levels of care.

 

Payment is higher for "complex" home care nursing than "regular" nursing.

 

I believe this group would like these paraprofessionals to work in both categories. I am not certain, but believe the training for nursing assistants and medical assistants is no more than six weeks.

MHCA Legislative Team,

 

Attached you will find a draft of the Certified Paraprofessional bill that we discussed earlier this fall. After not hearing much about this bill for some time now, we recently learned this bill may be introduced this week, and the stakeholders working on the bill have asked if MHCA will take a position. Steve Gottwalt, working on the bill on behalf of PHCC, described the bill as: “With a severe shortage of LPNs and RNs for HCBS, this is a carefully crafted and limited bill to help address the workforce shortage without new money. We have the involvement and support of the EMS community. We have met with the MNA, Board of Nursing and LPN Assoc., and have responded to their concerns in this language.”

 

Please share any strong thoughts you might have on whether MHCA should take a position on the bill or remain neutral (preferably in an email to Kevin and me and Kathy Messerli and our Leg Team Chair Vicki Gerrits).
