BEYOND disappointing. I took very diligent notes (see below) in hopes that I could type something super helpful and exciting. No such luck.

 

NOTES:

  • Recording will be posted on the CMS website over the weekend or early next week.
  • Thank you for the work you are doing in the field…we appreciate your innovative ideas!
  • Actions already taken:
    • Specific guidance related to infection control practices and transfers to/from hospitals
    • Relief related to OASIS transmission and MACs to extend auto-cancellation dates
    • Allow providers working across state lines to work – waiving licensure requirements
    • Telehealth waivers and provider enrollment waivers

CHECK BACK FREQUENTLY ON THE SITE FOR UPDATES

  • Some blanket waivers for the country that don’t need special request…individual requests can be submitted to the email address above.

 

Q & A Portion:

  • State Dept of Health Submitting requests – do individuals also need to submit waiver individual requests?
    • No – if states are submitting, there is not an additional need for individuals to do so. CMS will consider whether this waiver should be extended to the rest of the country.
  • Can we use telehealth for Medicare patients in HH and Hospice? Will there be any codes to utilize on the claim? Count as a visit to avoid LUPA?
    • We (CMS) do not have an update on hospice telehealth at this time. We continue to look at what additional flexibilities we have, but at this time, not making additional waivers but we are looking closely at this.
    • We (CMS) can provide just one update – F2F encounter for home health to qualify is allowed to be a telehealth visit under the 1135 waiver. Requirement is that the F2f can be performed via “telehealth.”
    • CMS has a number of existing requests for flexibility related to this. People are welcome to submit their own request as well – but they are still talking through what flexibility there is for allowing telehealth to “count” or replace an in person visit.
  • Dr. Victor Sandler follow up question related to the Hospice F2F requirement: Asking about whether we can anticipate the 1135 covering hospice F2F visits and would it be retroactive?
    • Statute is very different between Home Health and Hospice. In home health there is verbiage in the statue that applies to telehealth…but this isn’t the situation in the hospice statues. So currently, hospice F2F visits cannot be done via telehealth, but they are looking to see what their options might be.
      • Dr. Sandler stressed that he feels that having physicians provide these visits goes against CDC recommendations. He also asked if hospices be “penalized” if we forego these visits?
        • Response was basically that it remains to be seen but CMS is also aware of and considering safety concerns.
  • Homebound status question:
    • They are looking at their flexibility related to what information they can provide to HHA’s. HH must be certified by a physician and consistent with a POC. They know patients are finding themselves in challenging situations and there is a potential need to provide services in the home. And yet, being homebound remains a requirement to qualify for home health services under the Medicare benefit.
  • Supply conservation question – will there be changes to the requirements?
    • We (CMS) are working daily with CDC to look at the guidelines and determine the best options.
    • White house is looking to make more available.
    • Recommend that we work with our local and state level leaders related to this.

·       Follow-up with a survey for the vote on board positions and Bylaws. Survey Monkey was used for our voting for years before we began voting at the meeting a couple years alo.

·       This could be done in early May so voting is wrapped up by mid-May when we would have met.
