Kathy,

I support the intent of raising the standards of care and best practices by PCA agencies and requiring agencies to pay PCAs reasonable wages. There are a few questions I would like answered, if possible.

Which state agency will collect the statewide service provider reports? And is the intent to use those reports to establish best practice? Also, what is the actual rate for PCAs? The requirement that 72.5% of the rate should go to the PCA could set a standard for similar language in HCN rates, which means that HCN agencies would have to pay RNs $29.73 per hour. I don’t know how member HCN agencies would respond to such a standard.

Attached is an overview of the PCA integrity reform that is included in  legislation. The  Legislative Team recommends the MHCA board approve MHCA’s support of this advocacy. 

This was created by the same collaborative group  that is working on the PCA rate reform - I referenced this and shred that the final version would be coming. Please note that this is being applauded by legislators who are interested in decreasing fraud.

Please vote yes - in favor of supporting and adding MHCA’s support/logo to this OR no - not in favor of MHCA supporting this legislation.

Attached is the agenda for our meeting next Tuesday. Also attached is a parking pass, you need to print this in color and place it in your car. You need one for each meeting during the legislative session as you need to put the date on the pass.

 

We will be voting on if MHCA should support the PCA Integrity bill, (bill is just being drafted). If the legislative team votes to support it will then go to the board for a vote. If the board votes in favor we will add MHCA’s logo to the one pager document that is attached.
