The proposal is requesting reform to the program in how the rate is established using the Bureau of Labor Statistics for similar positions and a rate framework to get at actual costs of the service. The framework items are based on language provided by DHS but not including percentages until actual data is received from providers. It will be data driven and still require providers to pass an average of 72.5% of the rate to the PCAs. Attached is the draft bill language.

 

As mentioned in my email, future approval will be sought regarding the integrity legislation that the PCA Reform Coalition plans to bring to the legislature; the final version isn’t ready for review yet so I didn’t include it.  Since you expressed concern, I have attached the draft. Legislators have expressed support as they believe the group did a great job of addressing both the rate and program integrity.
