Yes, they can. Many agencies use contracted therapies. You need to have an employee file.
Make sure your policy and procedures allow for contracted staff to complete the SOC.

Subject: Contract Staff
Is there anything prohibiting a contract nurse or therapist from completing an admission assessment?
My organization has always had an agency employed staff admit patients to service, and only used contract staff for ongoing visits. I'm wondering if we could use contract staff to complete an admission, if needed.
