Thanks Brianna. I agree with Rachel’s previous comments, and NAHC’s comments related to the changing of the baseline year. I agree with keeping the MHCA draft comments not supporting the change.

NAHC also released their draft of the comment letter over the weekend. Here was the position they took.

Brianna- can you summarize why Lisa believed this would be a good change? I was not able to view this webinar and would appreciate you sharing her perspective.
We would NOT be in favor of this change. I would suspect agencies that have seen improvement points in their Q1 data would also not be in favor of the change.
CMS already adjusted the dates from 2019 to 2022 so any efforts to improve scores would be included in the baseline year so it would be harder to obtain improvement points as the baseline will be higher.
Same for us this year, the efforts we (and I am sure all agencies) are putting into our scores this year will increase the baseline and make it harder to obtain achievement points and gain improvement points.
We have seen this already as our oasis scores have improved from last year but the baseline has also increased so our points gained is less than when we viewed them last year.
