I have some good updates to share.

- First off, the changes that MDH are proposing will only impact comprehensive & basic only licensed agencies (so no one on this group). I have attached some clarification from CMS in
2016 as well as Chapter 2 of the SOM that outlines CMS’s requirements on the exit conference. NAHC is gathering data on how long it is taking agencies to receive their final letter after a survey is complete. If anyone has some dates they can shoot me (if
you have not already done so), that would be wonderful. CMS states surveyors have 10 business days to get this letter out to providers. Apparently some states have been falling behind on this and we want to ensure that is not the case in MN.
- I have also attached the compromised language we worked on with MDH that will be introduced as an amendment to their original language tomorrow. This states they must hold the exit
conference (can be done remotely) within one business day of completing the survey. They actually gave us a little more rational behind why they do not want to ALWAYS do it in person. Some of the really small agencies are being run out of someone’s private
home which can get a bit uncomfortable. In those cases, after they have done a patient visit, they would rather do the exit piece virtually vs travelling back to the residential home and conducting that part. They also stated that sometimes they realize after
the fact (so say they left at 4pm and planned to go back the next day to continue the survey) they have all the information they need to complete the survey. Rather than drive back to the agency just for the exit conference, they would rather do this virtually
to save them resources and time. They were firm on this flexibility so we agreed with it as long as they added language in that mandated it is done asap.
