We do the same – frustrating, but I don’t know of a better solution.

We just keep sending bills and either they pay or they don't, after 6 - 9 months we start writing them off for the ones we know will never pay. Sometimes when they get a bill for 2 or 3 months they figure its enough to send a check. Hit and miss.
