I would assume this same procedure would work for inter-state and intra-state transfers? Per this NGS job aid, you’re also supposed to document that you talked
with the initial agency and let them know you were opening a new Home Care episode:

I wonder if the Arizona agency will even be able to bill for their services – if they don’t have a valid face to face [and can’t get one now, as the client
is in Minnesota], they’ll have to eat that episode as non-billable.
