We are not going to participate in this program until it is in a better place. We do continue to work with the VA but tell them we can’t accept anything authorized
under Veterans Choice program. I actually had someone at VA tell me they didn’t want the veteran to choose the program because of all the hassle. I thanked him!!!
J I have three months of claims for 1 veteran with Veterans Choice that I just mailed out a grievance
for yesterday. I had to mail it because the fax number would not pick up…. I have pages and pages of notes because I was smart and kept detailed notes on phone calls!!!

This is a question for the administration of the MN Home Care Association:
Is the MHCA looking into ways to assist providers with obtaining answers and/or other support to navigate our way through this confusing and quite frankly,
costly situation. Services continue to be provided while staff and expenses continue to be paid with zero reimbursement.
The biggest concern of mine is that our financial people will conclude that we can no longer service these veterans. The greatest loss here is going to be
the veterans who are cut from services, whether our agency or others across the State, due to inability to continue services with no payments.

There is just no other insurance other than Medicare and Medicare HMO that bills as an episode. There is nothing in Healthnet’s website that explains to bill
this way either.

As far as I know homemaking still goes through VA.

Exactly. A lot of our clients have homemaking which is not a Medicare eligible service.

If it isn’t a Medicare HMO, it should NOT be billed as an episode. That is Medicare guidelines and that is wrong. A few years back, vA said they were
going to aline with billing like Medicare but never did. I believe they found out they can’t.

Unbelievable that Health Net would pay as a Medicare Rap and Final Payment- when I talked to Health Net this week- she told me that we needed to use
the G’Codes and electronically send the claim to the Healthnet Payor ID#
Oasis data collection is necessary to create the HHRG and HIPPS Code.

I wanted to bring this forward and let everyone know what we are now finding out regarding Health Net billing. I have copied our emails below from Michelle Foley, marked first
and second. They “say” their system is prepared to process claims in a PPS format.
I am beyond words……………..
FIRST EMAIL:
I just wanted to follow-up with you to give you the latest information on
the Home Health payments for the Veteran's Choice Program. I am writing
to confirm HNFS will pay Medicare certified home health agencies using a prospective payment system (PPS) modeled on Medicare’s plan. Medicare certified billing is managed in 60-day-care episodes, allowing home health agencies
to receive two payments of 60 percent and 40 percent, respectively, per 60-day cycle. This two-part payment process is repeated with every new cycle, following the patient’s initial 60 days of home health care.
HNFS does not require an Outcome and Assessment Information Set (OASIS); however, providers must submit an initial claim, also called a Request for Anticipated Payment (RAP) and a final claim.
As this complex and constantly changing program continues to grow and move forward, we look forward to partnering with all providers interested in supporting our nations veterans.
Thank you for your continued patience as we work to improve our mutual goal in increasing access to care for our veterans.
Please let me know if you have any questions.
SECOND EMAIL:
Health Net wanted to make sure that providers clearly understood the billing and payment program requirements for all Home Health Providers
under the rules noted below. We are asking that Home Health providers
that have not billed with the Medicare format in the past, start using it
immediately. In addition, any prior claims should be submitted /
resubmitted as corrected claims in this manner.
Let me know if you have any other questions.
Thanks
