Home Health claims cannot be split. You may submit the RAP with the ICD-9 codes if the start date is before October 1^st. And if the end date of the Final claim is on or after October 1^st, it should be submitted with the corresponding ICD-10 codes. See the MLN Matters article I have attached to this email.
