I have always believed that the NOE is necessary if Medicare is primary or secondary.

Does anyone know if a notice of election is required to bill Medicare for hospice services as secondary payor?
Since the NOE implementation we have had no primary insurance with patient responsibility to bill in this situation. We rarely have overall.
I have had great difficulty finding the answer on-line except for verbage implying that the NOE is necessary, but no direct statement.
