Keep trying the Ucare Portal after you clear your cookies. I had the same issue (getting the 403 Forbidden error message) while everyone else at my facility could still get in. Eventually I was able to get back in but now I have to clear
my cookies EVERY time I try to log in.

If you go to print an auth, in your printer settings where you select your printer, you can choose 'Save to PDF'. That's a way to bypass not being able to download a PDF file.

Ya I don’t even use the old system anymore, I can’t see anything. And for auths, I hate the new system bc I can’t download an save the auth. For instance in the old system it was already saved in a PDF and
I could easily print it or move it to a folder. In the new system you can’t even print the auths, you have to print the screen….very un-user friendly!!
