Keep trying the Ucare Portal after you clear your cookies.  I had the same issue (getting the 403 Forbidden error message) while everyone else at my facility could still get in.  Eventually I was able to get back in but now I have to clear my cookies EVERY time I try to log in.

Just tt Ucare and was told there has been an issue with their portal all week and the “higher” ups are aware and trying to get it fixed asap. For those still having issues (like myself!) I cleared everything and tried a new browser still forbidden.

If you go to print an auth, in your printer settings where you select your printer, you can choose 'Save to PDF'.  That's a way to bypass not being able to download a PDF file.

Ya I don’t even use the old system anymore, I can’t see anything. And for auths, I hate the new system bc I can’t download an save the auth. For instance in the old system it was already saved in a PDF and I could easily print it or move it to a folder. In the new system you can’t even print the auths, you have to print the screen….very un-user friendly!!
