Description of Issue
The Centers for Medicare & Medicaid Services implemented new home health bill type 32A effective 1/1/2022. An issue with ZIP codes submitted on EMC claims has been identified for all Medicare Administrative Contractors, causing it to incorrectly return to provider with reason code 32114.

National Government Services Action
The Fiscal Intermediary Standard System is working on a correction for this issue.

Provider Action
Providers are advised to add the required ZIP code to affected claims and to resubmit those claims for processing. Please continue to monitor future Email Updates for additional information.

Here is the latest update that has come out from NAHC:

Good afternoon.  We continue to work on the home health claims processing issues.  CMS and the MACs are aware of the issues and working on a solution.  It appears that there may be more than one issue - electronic processing of NOAs is not working which seems to be a CMS systems issue (zip codes being stripped from the NOA).  There may be a pricer issue that is causing claims to suspend and that may not be a CMS systems issue. We do not have any details about timing of a fix for either of these; but, again, CMS and the MACs are working on them. 

We do know that any NOAs not processed timely because of the issue of the zip code being stripped, or NOAs that are entered but disappear, etc. - anything that is a CMS or MAC claims processing issue and out of the home health agency's control - are an exceptional circumstance.  Therefore, we are encouraging agencies to document the issues they are encountering.  This may include written documentation and/or screen shots of attempted submissions; and follow any guidance from their MAC related to resubmission of the NOA.

All of the MACs have indicated that they will be updating their Claims Processing Issues Log/Production Alerts.  At the time of this posting only CGS has published information.  It is copied and pasted below.  As more information becomes available, we will share it here. 

 

CGS:  NOA Processing Issue – Reason Code 32114

NOAs submitted via EMC are returning to the provider (RTP) with reason code 32114 in error. To prevent any late NOAs, please use the following workaround:

To avoid this edit, you may choose to submit NOAs via DDE (rather than EMC) until a system fix can be implemented.

If an NOA is late due to this issue, indicate the following in the Remarks field of the final claim: Jan 2022 Issue RE 32114.

Good morning.

 

NAHC has informed us that there are issues with the home health NOA not processing as it should and also about a possible issue with the pricer which is causing claims to suspend.  They have reached out to all of the MACs early yesterday when they were notified of the issues.  The MACs are investigating the issue and we hope to have information about a fix and a timeframe for the fix very soon.  Some of the MACs may be updating their Claims Processing Issues Log (CPIL)/Production Alerts, but as of this morning there is no new information there.  

We will continue to watch for updates and provide more information as soon as it becomes available.
