Medicare would not always be considered primary. The patient could have a group insurance plan through the employer of a spouse or something else. If Medicare is not primary, I would still submit a no pay RAP in case you have to bill
Medicare as the secondary insurance.

I was told by a payer, unable to recall who now, that you have to get a denial from medicare before you can bill the secondary insurance. Medicare is always considered primary
